Yes he is.
Alain's Charizard while severely weakened took out Malva of the Elite 4.
Held its own against Steven Stone
And also battled 50% Zygarde to a complete stalemate.
No Pokemon of Paul's has ever shown anywhere near these amount of feats.
Even late into D/P, Ash was getting thrashed by people like Flint and Paul flat out has nobody noteable to scale to.

Also the Zinnia page is a bit off as well.
She got stabbed by Rayquaza and survived a dragon rage from it.
Between her showings in the manga and the antics she's pulled off in the games, it seems clear to me that Draconids possess superhuman capabilities.

Yet Paul stomped Barry, and was stomping Ash with a team that consisted mainly of Pokemon he hadn't used much before. He even threw away two Pokemon to find out Ash's strategy, and Ash's Infernape still needed to activate blaze to barely win. This same Ash went on to defeat Tobias' Darkrai and Latios, where no trainer before had even defeated Darkrai.

Barry isn't impressive.
And again, Ash and Paul have no noteworthy trainers to scale to. Nothing you just mentioned is quantifiable in the slightest.
D/P was the series where fighting champions and Elite 4's were seen as a taboo for public humiliation. Which Ash and Paul both faced.
And then you have Alain and Ash doing both comfortably in X/Y.

Barry is superior to eigth gym leader level, then trained further and still got shitstomped by Paul even with a Hitmonlee who had a type advantage against his Ursaring and spikes which weakened it. Tobias stomped every participant in the tournament, who are all above eighth gym leader level. Also legendaries are always treated as far stronger than regular Pokemon; it'd be downplay to say that Tobias' trained legendary Pokemon aren't far, far beyond all but the top trainers. We don't know what happened with Tobias vs the E4 and Cynthia, or if he's even gotten around to challenging them yet.

There is no consistent "8th gym leader level" when its been constantly established and shown that every region has far more than just 8 gyms as many rivals and characters have gotten gym badges we've never seen before in the anime. So that doesn't really help anything.
Further more, that doesn't exist because trainers can cycle their gym challenge runs in whatever locations and patterns they wish to do so in the anime. You could challenge Volkner 5th and Crasher wake 8th if you wanted. It depends on your training.
Nor do we know how strong any of these gym leaders are since we know nothing about them either.
Especially when they got destroyed by Flint right after their sunyshore gym wins.
Once again, its unquantifiable to the means of trying to peg it down.
I already mentioned legendary benefits, but once again Ash used Sceptile, not infernape.
Ash's Sceptile has far better feats than his Infernape.
Such as overwhelming and outspeeding a Deoxys during Deoxys crisis special.
Paul does not scale to Ash's classic-mon's at all.
And once again. Alain fought and defeated an Elite 4 member /After/ stomping 9 other mega evolved trainers and becoming severely weakened after that.
Nothing you mentioned so far puts Paul anywhere near the tier of the XY rivals or XY Ash in general. Alain and XY Ash are in a different league compared to any other anime rival.
