I'm not knowledgable on Jojo but from what I see on the profile Red Hot Chili Pepper is powered by absorbing/manipulating electricty, so even though Mikoto can't see its form her sensory perception can pick up on electric and magnetic phenomina to the point she can see it visibly with her eyes so that could be something worth noting.
