The Enchiridion is missing a bunch of abilities such as Law Manipulation, Fusionism, Quauntum Manipulation and so on. Same applies to the Cosmic Imagination.

Things were missed in the show and the books I will add them here shortly.

I disagree with the Enchiridion being Omniscient, he explicitly states that there are things he does not know, such as what choice the Reader will take at the end of Time, or in what state the Multiverse will sprout back into existence after it is destroyed by the Catalyst Comet.

The first Scan also says nothing about altering the fundamentals of the World, but I guess this is just nitpicking on my part, since random Mages can already control the underlying elements of reality according to the Book itself.

The rest seems fine from a cursory glance though, I am going to read more into it latter.
 
I suppose that the parts that Ultima accepted can be applied then.
