Added "Inactive" tag

I've made a modification which adds a tag "Inactive" on beside user handles. This tag appears only for members whose last contribution was over 2 months ago. The tag can help newer members of the community distinguish between the active and inactive members on the community.

Wanted to let all community members know about the change.

@A6colute: Thank you. Given that 3 of the members on our leaderboard page are currently inactive, I thought it might be necessary to add a tag for that distinction.

Do as you wish. People will notice the inactive tags either way, I think.
