About Lapis's level of power with cracked gem vs healed gem/

Is there anything to truly confirm she was actually weaker with her gem cracked? Sure she couldnt form her wings but it just seemed like her gem cracked made her unable to do certain abilities and less so wekaened her overall power. She doesn't seem any stronger once her gem is healed. It just seemed like having her gem cracked locked away specifics things she could do and not how powerful overall her hydrokinesis was.
