Gonna have to go with Altair here. Don't see anything on Naraku's profile that can remotely take her down barring mind manip and even then its debatable since she has a semi-passive causality manip that would reflect his hax.

Naraku's Acausality is limited to changes to the past.
Altair throws some swords, which do nothing, is like "oh wow" before hitting him up with the Thirteenth Movement and instantly winning.
Also I see no Concept Manipulation on his page, and that's a prerequisite for being able to effect Altair period.
Unless someone has a reason this isn't a stomp I'll close this ina bit.
