First of all, the AP changes.
Attack Potency
Several characters are rated at Mountain level for scaling off of The Ice King and Flame Princess. This is due to at least three notable feats.
-The two created and destroyed Mountains during their clashes in Frost and Fire.
-The Ice King created a massive storm during Holly Jolly Secrets that spanned kilometers.
-Flame Queen can generate massive volcanic eruptions.
However..
1. The mountains they created and destroyed were quite small, we treat creating/destroying small mountains as Town level
2. While it was a genuine Mountain feat (if my calculations were correct), we no longer count storm and weather feats as usable for main AP.
3. Upon closer inspection, the eruption Flame Queen caused was a flaming rock hurled, despite it appearing as lava in the scene prior.
So for now, I suggest downgrading "Seasons 3-5" Finn to "At least Town level" scaling off of his durability feats in earlier seasons (Taking a point blank shot from Lich Possessed Bubblegum). Likewise, Goliad (Whom Lich Possessed Bubblegum is scaled off of) would likely be scaled down to "At least Town level" for her statement of being able to destroy the Candy Castle. The Castle is generally very inconsistent in size so getting a solid calculation of it is tricky, but it's typically portrayed as being bigger than most of the entire kingdom (like in the screenshot I liked), so I think "At least Town level" is a solid rating.
With "Seasons 6-7" Finn, I recently a calc that puts Flame Queen at Small City level+. This scales directly to the Dark Clouds durability, which in turn scales to Princess Bubblegum, who scales to most characters. Additionally, in the episode Elemental, Patience St. Pim unlocks the Elemental powers of Princess Bubblegum, Slime Princess and Flame Princess. The episode also depicts Elementals triggering volcanic eruptions, which we typically rate as City level
Now for an upgrade. Season 1 Finn should receive a "Likely Town level" for his attack potency for fighting enemies who can injure him (Like Tiffany for example)
So in short, Season 1-2 characters would be "Likely Town level", Season 3-5 Finn (and characters who scale) would be rated as "At least Town level", while Season 6-7 Characters would be "At least Small City level+, likely City level.
Lastly for Attack Potency, I recently calculated the Citadel Guardians at Large Planet level, which was approved by Lina in the chat. Scales to the high tiers (Grob Gob Glob Grod, The Lich, Billy, Hunson Abadeer, Orgalorg, Magic Ma, Grass Sword Fin)
Speed
Recently, I calculated Sub-Rel speed for Charlie. Though Charlie never engages in combat, the speed should scale to the aforementioned high tiers. It could possibly also scale to Finn's reactions since he can react to the Grass Sword, which can tag The Lich and Orgalorg. It would then scale to Bubblegums, Jakes, Susan Strong, Marcy's, Flame Princess and nearly every still relevant character in Season 7 onward.
New Forms
The Lich and Finn were once "Catalyst Comets" (Well, The Lich was never explicit stated to be the Comet, but a green comet with the exact same hue of green with similar horns should make the connection rather obvious). What makes this interesting is that in the canon book The Enchiridio, it's very much implied that another Catalyst Comet destroyed a universe.
"The Comet Collided. It was, at last, the end.
The massive explosion sent clouds of dust over the planet, blocking the sun for hundreds of years, bringing about an Age of Extinction.
In a nearby dimension, a sleeping being -- perhaps that which dreams out universe that which slumbers beneath the surface of Reality -- began to awaken. Its eyes opened wide at the magnitude of the catastrophe.
The ancient elementals, our universe, all disappeared as the dream dissolved. The sleeper yawned, reached for its crown on the nigh stand, put it in and looked through the widow. In the sky, a ball of light. The sleeper was stunned by this apocalyptic coincidence and realized that it was a comet much like the one in his dream, coming closer.
In moments, the Comet would destroy the Sleepers world. His only hope was the vague, unlikely possibility that yet another sleeper who had been dreaming him and indeed, the dream within the dream.
But did it matter, O Reader. Who was dreaming whom. For no matter how you cut it, it was perfectly clear in the final sentence of our tale, The end was near."

This would imply the Catalyst Comet not only destroyed the "world beneath reality" but killed the sleeper who dreamed the universe into existence. This would qualify for a Low 2-C feat for Comets, such as Finn's and The Liches.
If you're wondering why it didn't destroy the earth in the first paragraph, the Comets aren't necessarily bringers of destruction, but bringers of change. It wasn't in the destiny of earth to be destroyed, so the comets didn't destroy the world or universe.
Additionally, another Catalyst Comet was strongly implied to have the ability to make beings one with the universe.
Additionally, the Comet refers to it as a "new mode of existence".

Since its rather vague, I think Unknow. Possibly Low 2-C" would be the best course of action. Obviously, these stats will only be for the Catalyst Comets and in no way effect Finn or The Liches main stats.
