Wait, existing outside of time gets you immeasurable?

Doesn’t seem right.
Immeasurable (Movement beyond linear time. This is why the speed cannot be measured. Given that S = D/T, if T is undefined the speed formula cannot be applied. This is the same reason why multiple temporal dimensions also grant immeasurable speed. For further information, see the "Further Explanations"-section below)

Intelligence: Unknown. It was said "The Multiverse is not really self-aware; it only thinks it is" and was considered to be sentient by The Enchiridion. Additionally, The Cosmic Imagination could be Nigh-Omniscient to due to its nature as the embodiment the Multiverse

Do you have a scan for this claim?
Intelligence: Immensely High, possibly even Omniscient (Has an unparalleled knowledge over The Cosmic Mind, knowing the ins and outs of it, even knowing the ultimate fate of The Multiverse and seems to know nearly everything about the past, present and future. Has existed through all of history countless times and has documented countless events. The book, its physical manifestation has infinite pages and infinite words, each telling of something new and unique from the last)

I just always assumed moving outside of time led to resistance to time manipulation (like most instances of characters moving in timeless voids)

Yes, in the last episode of season 6 it is mentioned that comets always existed and will always exist. Also Orgalorg wants the power of Comets and the KNOWLEDGE of Comets to make himself unstoppable. Why would Orgalorg, which exists even in nothingness, want the knowledge of a being that exists long after it?

It is accepted in Wiki and Fandom that the Lich existed before the Void, iirc, in the Encyclopedia (Hunson says he came from the Void and all he remembers is that he lived forever) and in the Enchiridion there is nothing about Primordial Creatures, and even if there were, it would be absurd for the Lich who wants to destroy the Multiverse to sit down and read the Enchiridion.
Hunson is from the Nothing before the universe, but not the time of monsters before the Nothing. This has nothing to do with the Lich, too.

The Enchiridion's contents change all the time, it is a book of infinite pages and infinite words. It doesn't even need to be the Enchiridion though since The Lich is literally a Scholar. Why is him reading so ooc to you?
