Yes, but the thing is that they were relative in base and Guy had the gates to amp his stats to possibly keep up with and/or overwhelm the Sharingan's Precog. So it kinda evens out.
Y'know similar to KN0 Naruto or Killer Bee overwhelming Sasuke's sharingan, kinda.

It doesn't, no. This was even confirmed recently by Hidari. Also, Guy was faster than Madara, so even if Madara had some level of Precog, it'd sorta even out if that makes sense.
