Kizaru by a long shot. A can only match him with a few attacks while Kizaru can spam island level attacks. Plus Kizaru has hax and Regenerationn that is insane. Kizaru takes this match mid difficulty

Since third raikage has no knowledge about Kizaru's ability... Kizaru wins this with his light speed attack considering Raikage would have no idea what's going on and wouldn't think about intercepting his ability. So, yeah giving it too Kizaru.

Even with Reactions equalized, still speed blitz. In Naruto, it's established that even if you can see/react to your opponent, it means Jack shit if you can't move the **** out the way. Physical speed equal and he barely takes it-- Kizaru. Range and DC.
