Considering Touma can even do what he did to Othinus even after millions of attempts at all I believe he would get a shot on Raikage before he did to Touma, he prefers close combat anyway, so if he did his spear thing he would be one shot by IB via Touma defending himself with his right hand.
Yes, Touma had millions of times to analyze and adapt to Othinus but it's still someone with AT BEST Subsonic+ combat speed going against a bloodlusted nigh omnipotent God spamming FTL+ attacks at him that don't obey the laws of physics and time, one of which cloned itself so much via manipulating the concept of numbers the entire sky was lit up, he overcame all that with battle sense and experience alone.
He can read details with his precog that shouldn't even be possible, Wings on Accelerator has problems hitting him because he can read him so well.
He also did that shit against the rain of knives that time, so it's not like it's unheard of for Touma to pull dodge and deflect shit that he REALLY shouldn't be able to do with his speed, most of his enemies should blitz and one shot him, but his precog and battle senses are so absurdly godly and mind boggling good it works out for him.
If you don't know what I'm talking about, there was a specific time Touma found himself being targeted by uncountable knives coming from all directions at him, too many and too fast to dodge, he used Imagine breaker to cover his head and shattered one of the knives in the exact way it needed to start a chain reaction so the shards hit other knives and misaligned them enough to make a clear space he could dodge to. This is not luck, it LITERALLY couldn't be luck as Touma is not allowed to have that concept because IB won't let him, it was skill, even if he did it subconsciously, all his battle experience through all kinds of supernatural bullshit his universe throws at him stays with him even if just as muscle memory.
An example of the above is his inmate instinct to touch his head when affected by mind altering effects such as Mental Out, even if they are not harmful, he just feels the need to touch his head even when unaware of the change.
He has the instinct to dodge attacks that he shouldn't be able to see such as lightning, wind attacks and etc, just by his precog and battle experience.
Considering all he went through with Othinus and the 10 billion loops with the nightmare worlds and the fights against her, even if his conscious mind forgot most of it, his body will have kept the experience.
I don't see this going anyway other than Raikage tries to spear him with his fingers, Touma puts his hand on the way to block via precog and instinct and the Raikage gets one shot by IB.
Unless someone can prove me that Raikage can resist IB, wich good luck with that.
