How so? Most of it is just various forms of elemental manipulation, & Lightning being 8-C may be based on an outdated standard. (Unsure.)

Hax should be alright as long as they're out of character to use but they're hopefully not wincons either? Mile has quite a few magic hax, especially sleep manip and elemental magic, if those can be immediately administered, then she probably isn't allowed.
Zomborg probably wouldn't qualify, premodern mostly means ancient, medieval or pre 20th century people

My memory isn't clear, but I think she's likely to use Sleep Manipulation early on, since she's showed preference to non-lethally defeating opponents before.

Aragorn and Legolas actually should scale below the Cave Troll in Moria since Legolas killed it with a well-placed shot, and Aragorn and Boromir survived blows from it but that's just the movies unfortunately

Technically, the wand is initially & primarily used as a melee weapon, from the start of the game. (Not to mention the magic is finite & Rupee-based.)
Still, given the variety of magical abilities Zelda acquires in that game (Even if not all of them are for combat.), I can understand the argument for her being too magic-oriented to be eligible. My apologies.

Well, I'm not 100% sure if they all meet the pre-modern criteria, plus it may be unclear what joule range some fall into....
But generally, I wanted people to mention which they feel they should enter; Having a bunch of characters like this already posted may help people who are indecisive or unknowledgeable, but still want to enter someone.
Rayla might be neat, for her versatility. Suki is a notedly skilled melee fighter, could have a lot of supporters (AtLA), Naga & Valkyrie have some versatility & such, & I like their style (I checked that they seem to use melee weapons. If you want, you can double check them). & Hornet might be fun because she's an agile 9-B the size of a bug.
& I'd assume The Dragon Prince, Avatar: The Last Airbender, Puzzles & Dragons & Hollow Knight are all popular enough to get support, so I think of those could incite nicely lively matches.
Personally, I like them, but not sure which I like most.
Esmerelda or Aelin could be difficult opponents. Narset, too, possibly, depending on if Mana gives any unwritten abilities.
Those are which I'd say are the most interesting, off the top of my head, but even then, I'm sure you can tell, it still feels multiple choice, lol.

Alright I'll summarize your entries:
- Suki: Too weak to meet the AP criteria
- Rayla: Should be alright, has no hax, scales to 273, 000 joules
- Esmeralda: Qualifies; No hax but doesn't have any available calcs except scaling above a venomtooth tiger, which I assume is above a regular tiger, so 100 000+ joules
- Narset: Kind of weak durability-wise, no available calcs so baseline will be assumed; Doesn't meet the criteria
- Naga: Denied; No available calcs so baseline
- Valkyrie: Denied for same reasons as Naga
- Cera: No available calcs
- Delilah: Denied; No available calcs
- Hornet: Possible but small size is awkward for these fights
- Nina Levers: Fine I suppose? No available calcs besides fragmenting stone walls, which iirc doesn't reach the AP range
- Kaladin: Ap calc is needed but is apparently comparable to Shallan
- Shallan Davar: Seems to upscale from 98k joules but is by default weak without her stat amps; Iffy on her
- Samuel Vimes: Scales to 383,022.8 Joules so he's fine;
- Bean: Scales above 98k joules so she's alright
- Aelin: Scales to 517k joules with no hax so I suppose she's alright

A tiger is 100,000+ joules?
A little frustrating, considering their scaling chain includes stuff like things that boil bodies of water, & this: Wall level (Comparable to Melagois, can set off tremors just by panicking, one Morigannon knocked over multiple trees while walking through a forest)
But the feats aren't calc'd, so the scaling is unclear. Darn.
But no calcs, so like a lot of the others, she's denied by the statistic requirement?
(Also, Suki's statue kick needs a calc, too, now that I think about it. That's 3 entries denied because of stuff being knocked over not being calc'd!)
Anyway, given the above, my first 2 choices among those you have not deemed ineligible, I'd say, that in descending order of preference:
1. Rayla
2. Esmerelda
3. Hornet
4. Aelin
5. Everyone else is roughly equal, I suppose.
So, how are those for elligibility?

Tigers are roughly equal to bears irl, who have 100k joules piercing damage, so I worked off from there. Since venomtooths are presumably superior and Esmeralda still scales above it should be fine

Considering Janai is above Callum & Rayla in Speed, & is an armored adult compared to the adolescent, I'd think it's safe to assume Janai could also be a valid choice, since her stats should be plenty into the threshold, right?

Alright to speed things along, I'll try and add some more characters to fill in the empty spaces. However, I'm not going to choose, you are. Here are the list of possible placeholder characters we can have, all qualified and none are from any of my particularly favorite verses. Take note that these characters can be replaced but if I feel like we've gone for too long without any more submissions, this will be the pool I'll be drawing from.
- Guts (Berserk) - Golden Age version before Eclipse, scales wayyy above 100k joules; no hax any worse than that of existing entries
- Ragnar (Red Rising) - scales above 113K joules; no hax
- Robert Baratheon (A Song of Ice and Fire) - scales to 107k joules; no hax
- Gregor Clegane (A Song of Ice and Fire) - either key should work, scales to 107k joules; no hax
- Conan the Barbarian - scales to 514k joules; no hax
- Jin Sakai (Ghost of Tsushima) - scales to 100k joules through bears; hax come from his equipment so they can be restricted
- Composite Ruler (Crusader Kings 2) - scales to 100k joules through bears; haxes are either weak or non combat applicable/OOC in a real fight
