Who leads in AP and how does Number 96 fight?

Scales to Number 9 who casually outputs 150 Foe AP, he has passive power null and his first in char move is either summoning malicevorous monsters to go into fellow numbers who also scale to number 9s ap or he uses his effect and steals half of silver surfers ap and adds it to his own
