Well, I thought about it, and I wanted to redo Teir 4-B a bit, add a low and a high to it. Now, here's what it will be. Low 4-B is any character that can influence the area of the inner solar system all the way up to the asteroid belt, 4-B is those who can influence the area of the outer solar system and the Kuiper Belt while High 4-B is those that can influence an area equivalent to the size of the Oort Cloud.
If you don't understand, then this is it in a nutshell.
Low 4-B: Inner Solar System + Asteroids 4-B: Outer Solar System + Kuiper Belt High 4-B: Oort Cloud
Anywho, hope ya like it. And even if you don't wanna incorporate it, I think this is a pretty good idea.
