If there is not people around Kira release Sheer Heart Attack and call it a day.
If there is people then I think he should be able to buy himself enough time to transform Bug Eater in a bomb, I mean he is intelligent to think of a better plan than the one Jotaro used.
Something like forcing Bug Eater to hide behind something that Killer Queen had touched and transfer the bomb to it, like he did with Shigekiyo.

Jotaro was shot a bunch by Ratt even with Timestop. Kira's gonna get hit easily. Voting Bug Eaten.

That doesn't change the speed of Ratt's attacks. He fires a shot off and it's fast enough to hit Kira.

I thought Kira would win with SHA at first, but then I remembered that Ratt can melt even stands, as said by Jotaro. He re-focuses his aim onto SHA and shoots a couple of times until it's nothing but a puddle on the ground.
Then he shoots at the defenseless Kira who is frantically running away in order to avoid getting hit eventually tagging his leg and then his back a couple of times, also turning him into a human slushie.
