    Ho Oh and Lugia were upgraded to High 6-B because of this, but it would qualify as CAPE and not KE since it is cloud formation, at which point the high end for CAPE would place it at 7-A+, vastly lower than what Lugia scales to casually. Which makes sense since this is a single feather of Ho-Oh.
