We've reached a dead end regarding regeneration and its negation.
The first character's regeneration and regen negation rely on mana, which is a natural element and is found in everything around us, in every person in this universe, but not everyone can use it. To counteract the regen negation caused by mana, you need to release even more of your own mana. No other healing methods will help unless you meet the requirement. Because mana is present in every person, we've never seen this regen negation work on people without mana.
The second character's regeneration and regen negation rely on biological fuel and his own cells. He has no mana or other magical energy. Will energy equalization work in this case? Because in one case, it's the invisible energy around them, and in the second, it's the elements in the blood and body.

Will the first character's regen negation completely override the second's regeneration? I wouldn't have any questions if it were caused by soul damage, but the point is that one character will use a type of energy that isn't in the second character's metaphysics to block the other's abilities.

Personally, I believe that regen negation through mana shouldn't affect those who don't have mana, because it only affected those who do. However, I could be wrong.

Howdy, I have a CRT that needs one more staff approval to go through. All of the associated powers and feats are from previously accepted canon (hence why there's a section for better clarification on the post for the verse page) with the only notable thing being the stat upgrades which are only controversial because the verse has no one to actually do most calculations. As such an 'At Most' rating is being argued for them since one calculation has been seen and approved with the supporting feats being at the bare minimum visually close enough to warrant the tier for explanations.

Verse knowledge is not needed here, everything speaks for itself. Thank you for your time.
