If anything, shouldn't promoted rook be able to use it for longer than 10 seconds? The reason its limited to 10 seconds is because genos will break, but I'm assumign drive knight fusing with genos should increase his overall endurance.

I think a slightly stronger 20 seconds is the most likely option, I think promoted rook could defeat psykos under those 20 seconds given the other forms and amps genos and DK have.

Wait, doesn't the name "Promoted Rook" suggest it's their combined Rook form? If so, would that mean they can only use one form per fusion?

I don't think so, I don't see why they wouldn't be able to access their other forms as well, I mean maybe genos but I think drive knight still has access to all his transformations under promoted rook. It does say this on the OPM wiki:
"Drive Knight's shape-changing box transforms their bodies in order to gain promoted versions of his regular Tactical Transformations. "
