I agree with you about Starrk, but I think Ulquiorra is a character who left the screen rather quickly.. I'd especially like to see more of his 2nd form.

Neither of them have any relevance to the story without hell arc. Both are dead.
Muken prisoners, info about primorldial world,characters, missing soul king parts are more interesting at that point of story.

Still weak. Soifon managed to damage baraggan with bankai. What's the point? Soifon nuke > Ulquiorra nuke.
Max res Yammy > Res Stark > Res Baraggan > Res Haribel > 2nd Res Ulquiorra.
Worst is his growth would be less than characters like grimjow and I like ulquiorra lot more than grimjow.

I tend to agree with you, but L opinion, Ulquiorra might be stronger than Halibel. Emphasis on 'might be,' but he doesn't reach the level of our God-King Barragan's skeletal toes.

The take that Ulquiorra is the strongest espada has set Bleach scaling as a whole back multiple years, imo. There's so many things that need to be rationalized and/or outright ignored in the process of making it consistent that what you're left with afterwards is an almost completely different manga, in terms of scaling. It's a mess.
I do think Ulquiorra packs up Harribel in his second release, though.

Only reason Ulquiorra feels stronger than the top 3 Espada (Yammy being 0 was a psyop it never happened) is because their fights were subpar
