we don't really know how fast it is, the Reikage wasn't able to dodge it because he can't see it, so he had to wait until it actually touch him before dodging it

as for Ley he can pretty much sense it approaching so he can dodge it.

Sasuke Amaterasu is way faster than Ram Wind blade, so that comparisson don't really work.

There seems to be a confusion as to what you think teleportation can do. Teleportation gives you an edge to someone with comparable speeds to you.
No one said sasuke would predict teleporting. That's irrelevant. He teleports and does what? Attacks. How does he attack? Using his combat speed. Yeah the attack would never land. Sasuke is much faster with shunshin, to the extent that he can FTE people with comparable speed to him and sharingan still gives him a much higher reaction speed than what his shunshin gives him.
He ain't getting touched.
