He evolves based on how fast he's fighting and who he's fighting.
He evolved in milliseconds because he was moving in milliseconds against a comparable opponent. Not because he instantly evolves in milliseconds.
Deadass Luffy can move and evolve in milliseconds to if he goes that fast.

Golden Ball still ******* hit him, that was the point. Garou specifically needed to use his Analytical Prediction to avoid Golden's Ball's attacks, Luffy unlike Golden Ball has experience in dealing with opponents whom have much better forms of Analytical Prediction and Precognition.
Ignoring the fact that Platinum Sperm literally landed several attacks on Garou casually right before the 3 way fight started. Again if Garou was so skilled to where he could avoid every single fight without taking a hit in exchange then something like this wouldn't be happening.
Individually they were not slightly above him, so that's some nice headcanon. Again, it's proof that Garou can still be hit, you're acting like he's Yhwach with the Almighty.
In terms of speed? No they were not above him, Garou could still react to attacks from them. So again, how's about you stop confusing AP for speed? To quote your favorite phrase, get real buddy.
Did Tank-Top Master still hit Garou? Yes. Multiple times actually. Garou cannot just "lol skill dodge." everything. Your interpretation of skill is "well I can dodge everything without being tagged once." which is some of the dumbest shit I've heard from anyone in a long while.
Uhhh yeah no, WDM is never stated to be the better marital artist. Garou's own words state that Garou had trouble because WDM fights in an unpredictable fashion like an animal, something that Luffy also does.
