This Character has a passive ability that will allows them to always move, act and attack first regardless of how much faster the opponent in question is

Say the character using this ability was MFTL+. Since only Immeasurable speed can dodge passives (which this ability is), would this ability allow the character using it to strike an Infinite Speed Character first or at least match them in some way, shape or form?

No, well, first of all, ''only immeasurable can dodge passives'' is not really true and it is bad worded, by the way, it doesnt even makes sense to it work in beings with infinite speed, because while the passive allows u to attack first, you simply cannot attack an infinite speed dude without also having infinite speed

Kuro has this ability, well at her full potential anyway.

The Prologue basically makes her stand at the beginning of everything, thus nothing can come before her, she will always get the first move, can negate immortality and regen since there is nothing before the beginning she sets etc.

I just chalked it up as very broken probability manipulation.

first one is probably manip, second one... I don't see why they would affect them unless they have feats of affecting those with infinite or immeasurable speed.

He doesnt, because Immeasurable beyond linear time and Every move even on mftl+++++ still have linear on their move.
