I cant find anything specifically for trackless step but it would prevent him from using freeze because he will just stand there.

He still has ice manipulation, it's just the ability is very specifically trapping people in ice rather than freezing them
It can freeze water so intangibility will ruin Ikki's day but it doesn't immediately knock people unconscious from sheer cold.
