Shouldn't he be At least Low-5B and FTL via the sheer fact that he is one of those cyborgs and that Ada wants him to fight for her as her knight?

nah. cyborgs got disposed because they can disturb jigen leadership in kara.ada / code w limiter / daemon should not have same AP/speed as Jigen v2 karma yet. they didnt show any feat to put them there.

No it's just referring to the characters powers themselves. Ability wise Jigen is pretty stale given that all he does is shrink himself and other objects when even Delta has an arguably better kit
