Nomu and "weakened" All Might + top tiers upgrades.

Hello, I'm new to the forums and probably 0 people remember me from the wiki, but hello. So enough about me and more about the upgrades.
So this post is being created to discuss the strength of the USJ Nomu and All Might post transferring quirk. I have noticed that on the wiki both Nomu and All Might have the small city level rating, the argument being that all might was weaker than he was when he changed the weather, but is this truly the case? When rereading the fight in the manga, its stated that these 100% smashes were stronger than the one used to defeat the slug villain (the weather changing punch). This directly proves this All Might scales to the weather changing punch, Nomu scales as he could clash fists with AM, only being slightly weaker than AM, he could also punch and graze All Might. If this is accepted the following people who would be upgraded are the few that scales to high end Nomu, Dabi, Shoto and 45% Deku. Lmk if I got anything wrong or if this has been disregarded for certain reasons.

How does Izuku know?
Maybe he was literally right next to to the smash when AM set it off? Plus you would have to prove Deku's statement is unreliable not the other way around. The author would not input this statement in for no reason. Not only that but Deku literally has his quirk. Lol.
 
The only reason Izuku even makes this comments is because he notices Toshinori is coughing up blood, which is a sign of him pushing his limits and reaching his time limit. The panels of the Sludge Villain battle are used because those are the only other time Toshinori coughs up blood before the U.S.J. Incident... because that is his only other battle.

The point that Toshinori, both physically and in terms of his Quirk, has been weakening as time passes is made several times, although you could make the argument U.S.J. Incident Toshinori is only slightly weaker than Beginning of Series Toshinori based on All For One's statement, assuming he did not use One For All at all between transferring his Quirk and battling the Nomu.

If this was a reference to him using his chad form despite his time limit coming out, then they would have used this panel where its been explained hes pushing himself past the time limit. Your argument makes no sense as All Migh at that time wasnt pushing past his time limit, it was only approaching. It states hes going past 100% power (referring to the smash that changes the weather), which means the power he is exerting during that moment is superior to that used to change the weather. You have not debunked that notion.

None of this debunks the argument that I made, AFO has already stated AM never uses full power around civilians which means that his weather changing feat is from a suppressed AM. This would mean his weakened state going 100%+++ would not contradict a stronger AM by producing smashes stronger than him.
You havent debunked anything. Nomu should be city level for scaling above weather changing smash.

A cherry on top, Aizawa states Nomu= All Might despite knowing that AM can change the weather with a single punch.
