If in a verse, the magic system is stated to be the "manipulation of probabilities" again and again, going in-depth as to explain, for example, that to make a wind attack you manipulate the probabilities of the surrounding air molecules and such, that should give anyone using magic probability manipulation, correct?

However, since ultimately, all the spells that are derived from that "manipulation of probabilities" are just consequences of that manipulation, would that mean we'll still index them as something different? Like wind manipulation, fire manipulation, ...

Weird call. I'd say you index them as probability and the thing affected (wind, fire, what have you), but I'd like to ask: is it still based on spells/specialties/etc? So, a character might be better at manipulating fire compared to wind? If that's the case, I'd be more confident saying that it ought to be listed as both, as it indicates some inclination towards the abilities outside of the broad manipulation of probabilities.

Well, for example, a character could only be able to use low-level spells (wind blade, fireball, ...) while others could do stuff a bit more extreme like cutting space or rewinding time.

Technically, "everyone" would be able to do what others do, the problem is the magical power of individual and controlling the mana itself. Let me show you a paragraph so you can understand:
"I just manipulated the movement of the air around my finger. I synchronized the random movement of the molecules that make up the air in one direction. As I said, this is a manipulation of probability, and this phenomenon can occur naturally. Of course, it is only possible probabilistically, so in reality, this kind of phenomenon will never occur naturally. Magic is basically like this, so it cannot cause something that is absolutely impossible to happen."
