There are many issues with the current canon system for dragon ball this is rather clear to anyone who's been on this wiki so i'm going to explain my solutions and the reasoning for why certain changes would make sense.
the movies are where i'm starting since it's the most easiest to dissect and explain why their scaling is wrong first off the power levels presented here are changed to fit the narrative which shows the scaling itself has to artificially altered to make sense and b toriyama directly stated the movies take place in their own timeline.
broly destroying galaxies on screen despite apparently taking place in the cell saga is enough proof that intention was not to tie the movies to the anime plus if they wanted to do that they would been consistent with it nonetheless almost everyone agrees that the movies take place in their timeline even toriyama himself.
dragon ball super is obviously canon to the anime due to the future trunks flashback matching the dbz anime and the fact anime staff stated super to be the sequel to the anime and not the manga there's also various other anime only characters that pop up now and again eg gregory,hercule's goons and bardock's crew nonetheless it's apparent going off the facts presented that super would be canon to the anime not the manga.
one of the counter arguments presented is that super is called a sequel which is not a argument but people act like it is and another argument is that toriyama has vague notes he gives my counter argument to that would be the writers often change his outlines and in fact toriyama even told toyotaro to go crazy once so it's not like changes or the end product really matters to him.
would't that make gt canon to super two things about this argument one it assumes they can't function both function as dbz sequels and two it ignores the fact that alternate timelines are a thing.

bardock special > db anime > dbz anime > gt anime > gt special
super's timeline
broly movie minus section > db anime > dbz anime > yo son goku > super
MovieVerse
Db movies > Dbz movies
Video Game continuity Db Online > Db Xenoverse > heroes > fighterz
Explanation
First off super's timeline retcons the events of the original anime therefore the broly movie replaces the bardock special and btw it's still evident that the original bardock special still happened in some capacity via the bit in the manga with them but to what extent is obviously unknown.
the reasoning for me placing the db movies with the dbz movies it's apparent that the db anime timeline could not follow the events portrayed in those movies and because the movies are set in their own timeline we can't fairy say if events of goku's youth played out the same way.
tarble as a character is shown and mentioned a couple of times throughout super's lifespan so it makes no sense to say he's non canon to super's timeline
it's evident that android 21 is canon to the heroes series of games via appearing in them and saying as other spinoff game characters such as hatchiyack were expanded upon and added to the continuity it makes sense that 21 would be the same case.
the ova made to advertise hatchiyack's game is not canon to the movies because it's unrelated to takao and his series of movies plus there's no statement suggesting hatchiyack would be canon to the movies
