Hmm... Tintin heavily outranges, is very skilled (Although I'm not sure how that compares to Oddjob), and has better LS... I'll have to think on this, there's also much higher stamina, and he should be able to dodge Oddjob's hat with how much bullet dodging he does, he's also likely smarter (If that helps)
 
That is some really good aim, so he'll likely be able to gun down Oddjob before he gets close enough to use that AP advantage, voting Tintin Until Arsenal inevitably pulls some obscure 1-A hat feat out of nowhere
 
Wait for Arsenal to respond The battle takes place in Central Park so Oddjob has things to use to dodge bullets (Pretty sure he also dodges bullets from Bond too), and the aforementioned 5.88 times AP advantage
 
Oddjob could absolutely beat the hell outta Tintin if he gets close, range is just a defining factor.
 
I'm going to sleep now, and when I wake up the votes are going to have switched somehow :P
