Hmm... Tintin heavily outranges, is very skilled (Although I'm not sure how that compares to Oddjob), and has better LS... I'll have to think on this, there's also much higher stamina, and he should be able to dodge Oddjob's hat with how much bullet dodging he does, he's also likely smarter (If that helps)

Tintin also has some amazing aim feats.

Like seriously. It's insane.

• Good throwing accuracy
• Shoots tires out of a fleeing car
• Shoots bottle out of attacker's hand
• Shoots down fighter plane with an automatic rifle
• Shoots down a sea plane with a pistol

That is some really good aim, so he'll likely be able to gun down Oddjob before he gets close enough to use that AP advantage, voting Tintin Until Arsenal inevitably pulls some obscure 1-A hat feat out of nowhere
