Well I am in the obligation to explain why Discord>Bill
First, his warp is better than Bill's warp. Besides his Low 2-C is wank or not, can be stopped by some kind of spatial manip. If we compare it with Discord's warp, it cannot be stopped by some kind of lower magic or power nullification. One point in favor of Discord
Second, remember this is an In Character battle, Bill is a confident guy who does not use his best powers in combat (we already see cases like his fight with the Shacktron, although you take that as "PIS" ...). I know Discord is confident to, but he always uses his warp in character, and remembering this, he starts nullifying the powers of his enemy, so unless Bill has resistance to that, he would be lost.
Third, Discord has one of higher Bill's weaknesses: the BFR. If you saw the series, it states that if someone sends Bill to another dimension outside the one that he stays, all his weirdness will be nullified and he will not be able to return (unless the ritual will be make it again). Discord can uses the BFR to sends Bill to another dimension, an if he do this, Bill will totally lose the battle.
