Scaling JoJo characters to JoJo references

New game: Try to make JoJo characters as OP as possible making them scale to characters that reference them in a way or in the other. This can go from stuff like characters quoting them (MUDAMUDAMUDA ORAORAORA) to even their entire character being JoJo inspired Hit. But instead of simply scaling them by tiers, the JoJo character will also get the abilities of the guy they scale from, which means the more the merrier.

Let's see which JoJo character becomes the Strongest One!

Jotaro Kujo: Low 2-C, Mako Mankanshoku, Juste Belmont

Dio Brando:Low 2-C, Lance (Epic Battle Fantasy), Faceless Void

Caesar Anthonio Zeppeli: 2-C Rom & Ram (Hyperdimension Neptunia)

If someone could tell me how to put character pages into spoiler sectio, it would be greatly appreciated.
