Moves that ignore Defense count as Durability Negation or are just gameplay?

Well, many games with statistics of sorts have moves that ignore the target's defenses, defensive boosts, and such. At first I thought it was just a gameplay function, but I've come across pages such as Terra Branford that lists durability negation thanks to Defense Ignoring Spells such as Ultima.

So I was wondering if Defense Ignoring abilities do count as Durability Negation moves or cases like Terra are exceptions.

Short answer: yes

Long answer: Normally these moves do not completely negate the targets durability, as complete durability negation normally results in a One Hit Kill. So with skill like this, you would have to specify that they ignore durability to an extent
 
Well, in the Final Fantasy series there are several abilities that have the property of ignoring Defense or Magic Defense (Meteor and Ultima in FFVI, some summons in FFVII, Celestial Weapons in FFX), so the damage they inflict isn't diminished by the enemies' stats and becomes fully dependant on the user's offensive capabilities. However, the enemy can survive it by having enough HP, but usually it must be over the 9999 damage cap.

So I guess it would be like, putting a rather crude example: a monster with a very thick hide gets shot in the heart, but it's a special kind of bullet that won't bounce off its hide and will pierce his heart, whether he goes down or not depends if said monster can survive with his heart wounded like that.
 
So yeah. Based on your example, these abilities completely ignore physical durability. However, they can likely be circumvented be things like Type 2 immortality, high enough Regenerationn, etc cetera
