I've been reading some stuff about Luke have mind hax to a ridiculous degree and I doubt Mewtwo can handle it but I'm no Pokemon expert so I can't say much.
However if you give Mewtwo the higher ground I'm pretty sure he wins OvO.

Luke has no 5-A version, only 5-B. That means Mewtwo one-shots with a TK blast.
That said, 5-B Luke's mindhax's only in the millions, not in the quadrillions peopla spawn around here.
Not sure whether or not Mewtwo resists it, though. I'm about to call my superiors.

That said, Mewtwo thinks and Luke blows up as Mewtwo is much higher on the 5-B scale, being in the yottatons. Thinking to blow up is > thinking to mindhax. One still leaves someone alive.

Pokemon tend to be viewed by the continuity of the franchise as having similar intelligence to humans. And for examples, we have Team Rocket's Meowth, Slowpoke from The Power of One, Lucario from the Mystery of Mew, basically every single Legendary and Mythical Pokemon ever shown in the movies, and then the many, many instances of Pokemon showing very human-like intelligence and emotions that I care to list here.

Pachi is completely correct in that Mewtwo has quite literally never made someone explode as opposed to pick them up and toss them away.

So with this in mind, voting Luke via instant mindhax as TK will not kill him initially due to its function to grab

It means that game-wise, Mewtwo doesn't use TK to throw but to inflict damage. Mewtwo leads with the move Psychic, which is just pure telekinetic force.
