I'd go with Michael. Billy doesn't take hits as well as Michael does. It's unlikely he'll land anything lethal, and Michael will take the opportunity to close the distance and brutalize him.

With the setup, wouldn't Billy be getting the first hit however? And closing the distance isn't that great of an idea, since Billy has weapon mastery as wellPromestein said:

You're assuming that Billy will hit, which isn't certain, and that it'll be lethal if he does.
Weapon Mastery =/= an automatic hit in close quarters (Michael has it too, anyways). Billy isn't even that great skill-wise, either (it seems that people give Weapon Mastery to anyone who manages to kill someone with a weapon, even if that weapon is a large, sharp object and your victim is an idiot), and Michael put up a fight against and overpowered Laurie after decades of self-defense training anyways.
Michael also has the strength and intelligence advantages.

Michael is actually very intelligent when it comes to killing and is a stealth master so if Billy loses track of him it's going to likely turn ugly.
Billy has the range with his axe but I doubt Michael will literally stand there and take it, same for Billy, dodging is a thing.
I'd say thanks to Michael's intelligence and Pain Tolerance he could get close enough even if he's at a disadvantage in range.

I'll vote Michael too. The fact that the movie retcons the universe yet again but keeps the first one intact that means Michael still got shot 6 times & fell from the second floor balcony. There's no way Billy can take that like him.
Plus Michael can either take (endure) or take (literally) the axe from Billy & uses it as his own. He's definitely got the size advantage & is likely a stronger degree of wall level.
