Pennywise is in The Deadlights, and Bill Cipher is 3-D.

Does he regularly use those though? I remember this being brought up earlier, and that he typically doesn't go for Soul Manipulation right away.
 
Tbh, they have many of the same abilities. Reality warping, insanity inducement, illusions, etc...

However, mind control on Bill's level means Pennywise is dicked here. Psionics and mental attacks are its Kryptonite, even in its true form. Anyone who's read the book will tell you that part of how the Losers Club beat Penny was by performing a ritual which was essentially a battle of mind and soul, and while they did need to be empowered by the Turtle and later Ga himself (who isn't outright called that in said novel, but it's definitely him) in order to properly combat Deadlights!Penny during the Ritual, Bill is more than powerful enough that he shouldn't need such a boost in his psychic power.

Add that to the other abilities Bill possesses and this becomes a pretty decisive win in his favor.
 
Yeah. I know Penny as well as anyone and I'd say it's a pretty clear-cut loss for him.
 
The yellow triangle known as Bill Cipher should be able to achieve victory against the demonic entity known as Pennywise for the reasonings stated previously in this thread by our fellow friend MrKingOfNegativity.
