Seems like it would likely incap him. But if Pennywise were to use the Deadlights, it would also incap Megamind.

Who would pull it out first? Megamind pulls it out when he knows he needs to quickly incap someone. If he realizes how strong Pennywise is, he might be more eager to use it than normally because all he has is the D-Gun.

Yeah Megamind would be more likely to pull out the D-Gun first than Pennywise to use the Deadlights since he has arrogance as a weakness. Plus Megamind is prone to getting scared, so Pennywise might try to toy with him, which could cost him the fight.

Nah y’all are underestimating the power of fear Pennywise can create illusions of ur biggest fear and it seems mega mind can get scared easily. When you’re extremely scared, you would just freeze. Megamind might not be able to shoot pennywise. Again, it is ur BIGGEST fear think of ur biggest fear and u will know how potent it can be

You don't always respond with freezing to fear. And given how Megamind has experience in high-stress situations against people he knows will try to kill him (like Tighten), I would imagine he'll behave simularly here.
