Firstly, regarding the Time Eater. The upgrade is for Time Eater to possibly be 2-C.
The reason for this is that, the events of Sonic 06 (Ugh...), are erased from the main timeline after the ending in which Sonic goes back in time and ensures Solaris never exists, thus creating another timeline where the events of the game never happen (the game was so bad, it retcons itself out of existence).
Anyway, the point is, is that Sonic 06 is no longer part of the main timeline, but rather now exists in an alternate timeline. Making Silver the Hedgehog's first canon appearance in the series Sonic Rivals.
However, in Sonic Generations, Crisis City, the city from Silver's future which was destroyed by Iblis, still appears as one of the timelines devoured by the Time Eater, despite being removed from the main timeline. This could mean that in addition to consuming the main Sonic timeline, it is also able to affect the alternate Sonic 06 timeline.
The proposed upgrade is for Time Eater to be 2-C via destroying the space-time of both the main Sonic timeline and at least ONE other alternate timeline.
For the Egg Wizard, the machine utilized by Eggman and Eggman Nega in Sonic Adventure Rush, was capable of fusing and destroying both Sonic and Blaze's universes. This is obviously 2-C.
The reason for this is because that many people are skeptical of Sonic being scaled to a feat that was considered a former outlier to the series. This is more justification for Super Sonic's 2-C rating other than simply using one feat that was previously disregarded as an outlier, Super Sonic has defeated at least two other (albeit Baseline) 2-C's. This will provide better justification for the 2-C rating.
