Supposed the Neitherworld is a sphere resembling a planet, with a diameter of 200000 km.
A soul's size vary, but let said they're all also is a spherical object, 20cm in diameter.
In the event of Ghostly Emigration Plan, the place is getting overcrowded, so she have to divert a part of the soul to other place.
Supposedly, you could be "overcrowed" when you take up 80% of total space.
Ghost and spirit could fly, so let assume they reach at and take up to the top of the atmosphere, which is approximately 100km=100000m. Meaning, the area is equal to 4/3*pi*(200100000^3 -200000000^3)^3 = 1.2006001e+22 m^3. The spirit only take 80%, so this mean 9.6048008e+21 m^3.
The volume of the spirit is 0.0335103 m^3. Meaning the number of spirit is equal to 2.8662235e+23 spirits.
Kinda large, isn't it? In fact, this is approximately 4.0946049e+13 bigger than the entire population of human kind.
It sound abit unbelievable isn't it?...If so, let calculate it abit more.
So, Yuyuko only needed to to lessen the number so that it's not overcrowed.
Suppossedly, the number she needed to divert half of the population, meaning 1.4331118e+23 of them.
In the Ghostly Emigration Plan incident of her, it take awhile before the Yama discover her shinanigan and ask her to cut it off. Suppossedly then, that she finished diverting all of them. Let said they're not stupid, so it take them a month or so. Meaning she have 30*24*60*60= 2592000 second to do it.
Assuming such, this mean that she must have diverted 1.4331118e+23/2592000 = 5.5289807e+16 spirits/s
...Still approximately 7 million times the population of Earth though, so there's that.
For comparision...For a day, she would have divert an amount of spirit, taking space comparable to the Great Red Spot on Jupiter (moving a Red Spot/day, basically).
...And I still haven't counted on the fact that spirit could go through object, so they could take up space underground too. So this is still a way, way lowball estimate of her power. If I calculate that, keeping the other the same, it would be a Red Spot/second.
