For Low 2-C, replace Goku for Altair with speed equal.

Lavos' trump card in Low 2-C is his ability to jump tiers through absorption.

Her mind manipulation when activated, destroys and overwrite the soul, going so far to temporarily halt Nakiri Kuubou ( Amakasu Masahiko, his summoner, can overpower a 2-C entity with his will and even then he cannot control Nakiri :p ).

Even if we disregard that, she still have various way to use her kantan abilities, such as causing explosions with the Magic Dream

Even if we assume no immesuarble Low 2C can kill Lavos, how can he kill them? It's just Lavos vs BB all over again.

the match up low 2-C are not so interesting now, All Digimon are 2-C, SCP 239 is going to be upgraded 1-B and no one is at the ankle of Lavos and Chaos (Lavos is stronger than Chaos)

Kevin is only MFTL+ in flight speed, not combat speed, so Sephiroth does blitz.

Speed Equal I still think Sephiroth beats him handidly, but my thread was old and I can't debate on it.
 
Note that High 5-A Seph doesnt possess all the haxes of his latter forms.
