Probably still not a good idea idea since Luffy and Zoro still stomp 607 characters with ease. If you want something more fair just people like Hody and other Fishmen.

If Zoro actually stomps 607 KT characters, why is he "possibly" High 7-C?

Not really sure, it's the same problem with our 6-C characters despite them not being baseline. I'll take it up with Cin but Zoro one shot an overdosed Hyouzou.

But what about DMC1 Dante though?

Pretty much the same results, they still stomp characters who are 607 Kilotons and Dante is baseline High 7-C+. You can use one of the lower tier ones like Hody. I'd also suggest 7-C Law vs High 7-C Nero.
