I'm gonna go for Burns here. He's at least strong enough to lift up a bowling ball, so he could just pick up the Gingerbread Man and eat him

If that doesn't work, Burns could always use the GBM's gullible personality as an advantage. Burns could probably trick him into getting eaten by his hounds or something

so this debate is very simular to the pickle rick vs burns but now the food item can now walk and run so mr burns can get out paced by the ginger bread man and tire out when mr burns gets tired the cookie will run up to burns trying to hurt him but mr burns is way more durable than the ginger bread man mr burns at his best survived a gunshot wound while knocking him out didn't kill him so when the gingerbread man trys to attack mr burns it'll do nothing so mr burns could recover and do something like step on him or as said many times pick him up and eat him
