They start one meter from one another. Both are bloodlusted and have knowlage of one another's abilities. Killer Queen is faster than Kenshiro, and Kenshiro is in range with KQ. I would presume Kira would immediately explode Kenshiro the second the fight begins.
 
Pretty sure this is a stomp. Bites the Dust is useless here, and speed unequalized makes this a stomp in Kira's favour. Within 1 meter, Killer Queen would have blown Ken up a thousand times over.
 
Equalized speed would make it harder to determine, as it is a matter of who hit first.

Increasing the distance, Kenshirou can turn his body into nothingness, which is a stomp for him.
 
Inconclusive then if speed is equalized. Both have a 50/50 chance to touch each other first.
