Shouldn't Yoda get Lightning Manipulation?

in the Last Jedi, he summoned lightning to strike down the Force tree

also, I think he summoned those storm clouds aswell... I'm not sure if there's any way to Calc this though but I believe someone once told me it can range from low 7-C to 7-C... if that's truly the case it would extremely consistent with the rest of Canon Star Wars
