It says she is 'large star level'. She brought down numerous stars when she was just a child (around the same age when she could fight on par with Malistaire.) Her adult self is leaps and bounds above Malistaire, and since she did take down several stars in her younger age, she should be at least Solar System level. I've read sayings about The Spiral being galaxy-sized, but there's absolutely no proof of that. For all we know, it's much larger than that, or even much smaller, as all of the worlds we've been in can hardly even be considered city-cized, let alone planet-sized.

It's all very ambiguous, and there's no point in speculating something like that. It's best to just treat it as our regular universe, as The Spiral IS the universe there. The thing we see with all the planets isn't the full spiral, as the model doesn't even contain all of the worlds, meaning its actual form remains ambiguous as well.
 
Solar System level is extremely far above Large Star level in terms of required energy. As such "At least Large Star level, likely higher" is he best that we can do with the available information.
 
Empyrea Part 2 confirmed that the Spiral is not a universe. The Cabal and the Arcanum have ships capable of intergalactic travel, and Duelist101 deduced that the Spiral is pretty much a large Solar System. It's not rocket science to figure it out either, after all each Spiral World is a fragment of a giant planet known as the First World. And Earth exists outside the Spiral.
