Why reason Krillin and Yamcha (23rd Budokai) are 6-C?

Well, I think that 6-C has a 24x difference from the lower to the upper borders of the tier, but you may have a point. I am honestly not sure about the reasons.

So what?, we discussed and decided these ratings by that they got stronger by training and how much they held up against stronger opponents as mentioned in their profiles. They also far surpassed King Piccolo, especially with the Saiyan Saga, that's a bad justification to downgrade them.
 
Wait a second, if they never showed feats or the ability to fight someone on that tier would it not make sense to put them at what they actually showed? Saying they surpassed him saiyan saga is a no go, otherwise may as well slap planet on them too.
 
We have decided that even if they were much weaker that their opponents, they were able to somewhat putting a fight and they should have been not that much weaker than their opponents as there is a big difference from 6-C to High 6-C to Low 6-B+. Lastly in the Saiyan Saga they have also solid justification for their tiers and jumps, so there's nothing to downgrade here.
 
I can understand them fighting people in the same tier, even if they get their ass kicked since tiers are big and not dying in one hit means something but because they jump huge tiers isnt a reason, otherwise we'd have 3-A humans in super for the same reason.
 
It's also more reasonable for them to jump from tier 6 to 5 rather than 8/7 to 5, also this is Dragon Ball, not Super where there is no solid scaling, so it's better to not mention 3-A humans.
 
Same reason applies (Also super has pretty basic A>B>C scaling), they've made tremoundous tier jumps before, it's the same reasoning.

Not saying I agree with 3-A humans though, I'm just saying that reason doesn't make much sense, the other one is ok though.
 
It does make sense since it's as the same for them jumping to Small Planet level via training for fighting the Saibaman, also it's better to not bring Super in this.
 
I believe I've brought this up before but if official power levels are anything to go by, Krillin, Yamcha, and Tien are weaker than King Piccolo during the 23rd Budokai.
 
Power levels were introduced in the Saiyan Saga until Android Saga, as such it could bring inconsistencies for previous arcs. I will bring Matthew about this.
 
Retroactive Power Levels don't mean anything, TBH. If Krillin and Tien were THAT much weaker than Goku and Piccolo, they wouldn't be able to inflict minor damage on both during their fights.
