why is this not a supergenius feat?

Nobles are by nature extremely intelligent, not only in their ability to manipulate or execute military tactics, but also their highly advanced technology. The nobility have invented technology such as an android who can hold a pocket reality full of stars, machines that can cure previously impossible to cure diseases, machines that can turn their physical forms into gases or illusions, ships capable of Massively FTL+ travel, machines that can cover the universe in darkness over time, coffins with infinite sized dimensions and many traps, Mobius Books and the Blood Fountain, as well as much more
 
In order to qualify for a Supergenius rating based on technological prowess, a character should be able to essentially warp reality in virtually any way that they wish on an at least base level infinite (High 3-A) scale with their inventions, or even use them to overpower tier 1 entities for higher cases. Simply defying the laws of physics with futuristic technology is very common for Extraordinary Geniuses as well. Meaning that there should be an enormous amount of versatility combined with an infinite scale of power and preferably range.
However, take note that, in order to qualify, characters genuinely have to invent things on their own, not mostly rely on already extremely futuristic settings.

However, one of their key characteristics in being so technologically advanced is their Mastery over Space itself. In Volume 11, it is directly stated that the Nobles scientific ability have mastered Space itself.

At the end of an interminable battle over the borders of their domain, one Noble faction had set various offensive and defensive devices along the perimeter of what they held was their land. They built a spatial distortion that could pack infinity into a finite area and swallow any invaders. They made visible light into a weapon that could slice through the solid steel hull of a flying battleship. They constructed illusion projectors that not only made people see things, but could even convince them they were part of an entirely different ecosystem. And finally, they created a magnetic storm with the power to disrupt the electrical systems of any machine. Though the Nobility that created these defenses were dying out, the weapons, fed by nuclear power sources, continued to terrorize humanity. And it was one such deadly device that had its lair in the very pass the town was now rushing toward.

Moreover, the Spatial Control/Mastery over Space of the Nobility is so great that it is believed that if Humanity were to access a mere 1% of the tech of Nobles, Humanity would be able to conquer all of Space as stated in volume 29.
For a long time that horrifying statistic had flown above the collective head of the human race like a flag of surrender, but for those of indomitable spirit it became a source of incredible hope. If humanity could access ten percent—no, even one percent—of Noble technology, their civilization would grow by leaps and bounds. They dreamed not merely of controlling everything on their world but of conquering space as well, and were convinced this was possible.

The core idea behind their Spatial Domination lies in their usage of Mathematics and Geometry which also allows them to connect to other dimensions in the Multiverse.

Even in the world of the Nobility, the energy that drove their civilization was of the utmost importance. Ironically, the nearly ideal form of energy to be had by conventional means was solar power run through an amplifier, but on ethical grounds they set about developing an energy source that was fundamentally different. Though the first approach to prove successful used mathematics and geometry to draw energy from another dimension, roughly a millennium later it was rendered useless by attacks by bizarre creatures on the other side.

So far we see that Nobles have a high level of Spatial Control including warping Infinity to Finity and using Mathematics and Geometry to access other Dimensions. However, this is not limited to controlling 3D space as we find from this quote in Volume 12.
 
Yeah, this definitely seems worthy of Supergenius. Reading the parameters for Extraordinary Genius, the feats described here are far beyond that.
