Why is this guy still sit in middle of high tier? (Fix character tier pls)

Isuka-Tsunagi, should he be PS with someone to upgrade or just push him in the mid or low tier?

I mean he have only Town to City level AP at best and with only Hypersonic+ speed but he still sitting in middle of High tier (mountain level AP and MHS+ speed) like no one care!

Seriously! This need to be fix!
