Why is Soldier's type 4 immortality treated as non-combat applicable?

Soldier's immortality comes from him taking the "kill me come back stronger pills", and Merasmus also comes back presumably due to the pills. Every match, Merasmus comes back every few minutes, or even seconds. So shouldn't this also apply to soldier? Or does Merasmus resurrect in some other way?
 
Oh, I believe it's because it's assumed it takes a long time for the resurrections to actually take place.
 
I don't know, as Soldier probably has the same type of immortality as Merasmus, where he comes back stronger every few mins/seconds. I'm asking if Merasmus has a different method of resurrection that I don't know about, that wouldn't apply to Soldier.
 
I assumed that his immortality wasn't demonstrated on both in games and in the comics. It was only confirmed that Soldier is now virtually immortal and that not even a wizard that has over 6000 years of experience in his career as a dark magician is even capable of killing him.
