Why aren't Simon and Antispiral outerversal ?

I just finished watching Gurren Lagann and I saw that Simon and the Anti spiral were only high 1-C. I think this has already been discussed a few times but I couldn't find any proper answer.
Team Dai-Gurren is stated to be above space and time, and and also dimensions more than once. So how does that not put him straight in 1-A ?
I also remember spiral power was described as "a power greater than dimension and time"

That would put TTGL in 1-A, and since antispiral with Granzeboma beat TTGL, that would put him in 1-A too. I think that the anti spiral being 11D is a misunderstanding, because his pocket universe was located between the 10th and 11thd dimensions, but he is way more powerfull than that.
As we can see, the fight between him and team Dai-Gurren took place outside of the universe (wich was 11D ore more), they were standing on it.

I also feel like this could go higher with the IBBS, the spiral nemesis and the giga drill clash but I'm not sure I know enough about powerscaling for that.
