Why aren't Ryuko and Satsuki High 7-A?

I've heard from both Gargoyle, and Weekly that these two are literally borderline High 7-A. As in like 999.999 Megatons borderline right? So then why aren't they just High 7-A? It seems kinda silly to me for them to be rated like this when they pretty much are in that tier. Especially when they're rated as "likely higher"

Satsuki and Ryuko easily stomp the combined might of Elite 4

The Elite 4 can each casually one shot 6 covers

Covers casually one shot baselines

Wouldn't that put all of them above baseline by an uncertain amount? That seems somewhat speculative to give them 7-A + / High 7-A ratings since we don't know what it takes to one shot your opponent. Still not sure how I feel about this.


Edit: Nvm Weekly made a better scaling list. I suppose this is fine, plus it's annoying to hear "Ryuko is borderline High 7-A" on threads. Making her baseline High 7-A seems to make sense.

Okay, so it goes:

Mk 2 Elite Four can tank a 105 megaton attack with no damage

Combat COVERS can easily overpower individual members of the MK 2 Elite Four

Nui can casually overpower all four of the MK 2 Elite Four simultaneously (Her clones alone are weaker than herself and are stronger than the MK 2 Elite Four)

Mk 3 Elite Four can oneshot entire groups of Combat COVERS with indirect attacks

Nui is stronger than the Mk 3 Elite Four

Ryuko and Satsuki are significantly stronger than Nui

Why? If they're like 999.99999999 megatons. That is just silly. Why not just make them High 7-A? It makes so much more sense.

It's not like the'll lose any of thier matches. The AP will liteally be the exact same.
